Message The fascia is not sitting in it's proper position. This is why the foglights seems recessed (they're not, they can really only fit one way) and the headlights seams like they need to be moved down (not really the headlights are in their perfect position, the fascia need to move up to cover the lower part of rubber seal for the headlights).

Look in the hole for the foglights, if the edge of the fender is sitting on top of the edge of the foglights, then that is your problem. Push the edge of the fender to the top and bottom of the foglights (like an OBGYN using an vaginal specula) to allow the fascia to slide into it's correct position.

It's also possible that they dropped the brackets that holds the fascia to the body under the nose panel, since there is no way the bumper could "stick out" this much and the bracket can still bolt on the car, unless they drilled lower holes for them, or left them unbolted.
